Short answers

Why do bids get disqualified in the Philippines? Grounds in the rules include a missing document, no valid bid security, a price above the approved budget, a late bid and an undisclosed relationship with named procurement officials.

Can I fix a missing document after submitting my bid? Only before the deadline, by sending a marked modification. After that, a request for reconsideration cannot add documents to correct defects in the bid.

What happens if my PhilGEPS Platinum documents expire? Your Platinum certificate is suspended automatically until you update the expired documents.

What happens if I bid above the approved budget? A bid price above the Approved Budget for the Contract is automatically disqualified.

Can I talk to the committee about my bid during evaluation? No. Committee members may not discuss evaluation with a bidder until the Notice of Award. The committee may only ask for clarification in writing.

What loses a bid most often?

We found no current official ranking of mistakes, so this guide lists what the rules say will fail a bid. The rules check documents on a pass or fail basis. A missing, incomplete or patently insufficient requirement fails the bid.

An April 2017 study by the Philippine Institute for Development Studies, written under the old law, reports examples from agencies. They include unsealed envelopes, unsigned documents and false tax clearances.

The Bids and Awards Committee (BAC) must discuss common reasons for disqualification at the pre-bid conference. Attendance is not mandatory, but that is where you hear them.

What mistakes happen before the deadline?

These come from letting registration lapse or missing changes.

  • Letting a document expire. An expired eligibility document suspends your Platinum certificate from the Philippine Government Electronic Procurement System (PhilGEPS) until you update it. Competitive bidding needs a valid, updated certificate.
  • Using an old email address. The BAC and the agency send all communications to your registered PhilGEPS email.
  • Missing a bid bulletin. Bulletins can change the bidding documents. It is the bidder's job to ask for them and get them.
  • Asking too late. Clarification requests must be in writing, at least 10 calendar days before the bid deadline.
  • Falling short on track record or finances. For goods, your Single Largest Completed Contract must reach 50% of the Approved Budget for the Contract (ABC). Your Net Financial Contracting Capacity must at least equal the ABC.

What pricing errors should I watch for?

Check your figures, because the committee corrects them using set rules.

  • A blank price can mean free. No price, a zero or a dash in a required item means you are offering it free, unless the law requires otherwise.
  • Words beat figures. If your price in words and figures differ, the words prevail.
  • Unit price beats the total. If an item's total differs from the unit price times quantity, the unit price times quantity prevails.
  • Include taxes. Your bid must include all taxes, itemized in the bid form.

What mistakes happen after you have the best bid?

Winning the evaluation is not the end of the checks.

  • Missing the 5-day window. You have 5 calendar days from notice to submit post-qualification documents. Failing to submit on time disqualifies you for award.
  • Not posting performance security. Failing to enter into the contract or post the security in time disqualifies you and forfeits your bid security, unless it was through no fault of yours. Refusing or failing to post it can also bring a suspension of one year for a first offense.
  • Withdrawing after the deadline. A withdrawal after the deadline carries sanctions.

What mistakes can get a business blacklisted?

False documents and pressure on officials can. Blacklisting bars you from all government procurement for a period, or permanently.

  • False documents. False information or falsified documents are grounds for blacklisting. A finding against a document's truth at post-qualification also forfeits your bid security.
  • Pressure or influence. Using undue influence or pressure on a BAC member or agency employee is a ground for blacklisting. So is a documented unsolicited attempt to unduly influence the result.
  • Undisclosed relations. Failing to disclose a relationship with the agency head, the BAC or other named persons, up to the third civil degree, is a ground for blacklisting. Such a relationship disqualifies the bidder even if the person steps aside.
  • Collusion. Agreeing with other bidders to hold back, withdraw or submit sham bids is a ground for blacklisting.
  • Using another's name. Bidding under someone else's name is a ground for blacklisting.
  • Unapproved subcontracting. Subcontracting without the agency's prior written approval is a ground for blacklisting.

Can I talk to the committee during evaluation?

No. BAC members, staff and observers may not communicate with a bidder about the evaluation until the Notice of Award. The BAC may ask for clarification in writing through its Secretariat, and your reply must also be in writing.

The Omnibus Sworn Statement also has you swear that you paid no commission or fee to any official or government representative.

What should I check on a small value quote?

Start with the Request for Quotation. Section 34 of the rules gives no list of failure grounds for quotes. The request must say when documents are due. An Omnibus Sworn Statement applies above ₱50,000, and a tax return above ₱500,000. We found no official source listing the most common quote mistakes.

Can I fix a mistake or challenge a decision?

Before the deadline, you can send a modification, marked as such. After that, you can challenge a decision, but you cannot add documents to fix a defect.

  1. File a request for reconsideration with the BAC within 3 calendar days of being told.

  2. If it is denied, you may protest to the HoPE, the head of the agency, within 7 calendar days.

  3. A protest needs a verified position paper and a non-refundable fee. At an ABC of ₱50,000,000 and below, the fee is 0.75% of the ABC.

About Verisio

Verisio is a private service that helps businesses find government opportunities and prepare for them. It is not a government website or a procurement portal, and it cannot promise any result. The BAC evaluates bids, and the agency decides the award.
